Present for the Conservation Commission and attending the meeting were: Richard Steves, Chairman, Pam Goff, Virginia Dyer, Dick Smith, Andrew Fischer, David Flanders, Bruce Bartels, Rusty Walton and Chuck Hodgkinson. Reid Silva also attended. Ray Kellman was absent.
Mr. Steves opened the meeting at 12:30 PM and informed the audience that the Commission made their site visits for today’s agenda on September 9th. He further appointed alternate Commissioners Messrs. Fischer and Smith as voting members for the day’s agenda.
REID SILVA FOR SQUIBNOCKET FARM ASSOCIATION; NOI SE 12 – 567; AP 35-20, 21, 22, 23: Mr. Steves opened the hearing at 12:30 PM. Mr. Silva summarized the work that was done in December 2007 to re-build the stone revetment and repair the parking lot at Squibnocket Beach that were damaged by a storm. The project received an Emergency Certification in November 2007. This after-the-fact application was a condition of the Emergency Certification. The Commission discussed that this area will be an on-going concern and pointed out the northeast corner is still eroding. They also agreed the repairs were done as planned. A motion was made to close the hearing at 12:35 PM. The motion was seconded and unanimously approved. A subsequent motion was made to approve
the plan and the corresponding Certificate of Compliance. The motion was seconded and unanimously approved.
CERTIFICATE OF COMPLIANCE FOOL’S HIGH TIDE; SE 12 – 541; AP 32-68.1: Mr. Walton summarized his inspection of this walkway and stair to the beach. He said the work has been completed and all conditions have been adequately addressed. A motion was made to approve the Certificate of Compliance. The motion was seconded and approved with six in favor and one abstention (Ms. Dyer).
DEBBIE HANCOCK EXTENSION ORDER OF CONDITIONS SE 12 – 496; AP 27.1-120: Chuck H. explained that the Order of Conditions for demolishing the existing house; installing a crawl-space foundation and re-building the house on the same footprint expires October 7, 2008. The work is scheduled to begin this month. A motion was made to approve the extended Order of Conditions to October 7, 2011. The motion was seconded and approved with six in favor and one abstention (Ms. Dyer).
REID SILVA FOR JEROME AND CAROL KENNEY; NOI SE 12 – 568; AP 2-3: Mr. Steves asked the applicant if he objected to opening the hearing early. With no objections the hearing opened at 12:50 PM. Mr. Silva summarized the plan to replace and upgrade the existing and failed septic system with a Title V system. The Commission agreed with the plan and care with which it will be installed. They asked if there were any comments from the audience. With no comments a motion was made to close the hearing at 12:55 PM. The motion was seconded and unanimously approved. A subsequent motion was made to approve the plan as presented. The motion was seconded and unanimously approved.
RUSTY WALTON UPDATES: Mr. Walton informed the Commission that a pre-construction conference was held at the Iscol house on Point Inner Way (SE 12 – 563) and commented the appropriate silt fencing is in place. He added that Eric Shenholm will be applying for an extended Order of Conditions for one of the two Benham beach stairways at Windy Gates – SE 12 – 515. The Commission approved Rusty’s travel expenses and per diem for attending the annual MACC conference on October 18in Wellesley. Andrew Fischer will try to attend the two MACC training sessions scheduled at the same time and location.
ADMINISTRATION: The meeting minutes for August 27, 2008 were reviewed. A motion to approve the minutes as presented was made, seconded and approved with five in favor and two abstentions (Messrs. Flanders and Bartels).
The Commssioners will try to attend the Commonwealth’s Ocean Management Plan Development Listening Scheduled for October 14 @ 7:00 pm at the MVC office in Oak Bluffs.
